TO ENTER RUSSIA A FOREIGN CITIZEN NEEDS A VISA.
Citizens of countries (rus) who have bilateral or multilateral visa agreements with the Russian Federation may be exempted from visa requirements.
| Authority to apply. Foreigners, residing in Ukraine or having permission for continuous stay for a period more than 90 days may apply to the Consulate. Permanent or temporary Residence Permit in Ukraine, Working Permit, long-term Ukrainian visa may serve as such permission. Citizens of some countries (eng) are exempted from this provision in conformity with the reciprocity principle. |

A valid foreign (ordinary/diplomatic/service) passport or other travel document recognized as such by the Russian Federation.
The authenticity of the passport should not arise any doubts. The document should not contain any marks, reservations, records, erasures and corrections that are not authorized by the competent bodies of the foreign state. It should not contain torn or unbound pages. At least two blank pages valid for visas should be reserved. The passport should be valid six months further after the visa expiry date.
If a foreign citizen enters the Russian Federation for emergency treatment or in case of serious illness or death of a close relative the validity of the passport should not expire before the expiration of a visa.
For a working or student visa passport should not expire earlier than 18 months since the visa entry date.
All passports (except for Diplomatic, Service or Official) are kept by the Consulate for the whole term of processing.
3) Electronic visa application form (EVA)
- Application form must be signed personally by the applicant. Applications for minors (under the age of 18) must be signed for by the parent or guardian.
- Please, glue your photo to a designated area of the application form beforehand. Do not use a stapler.
Important tips!
- Completing the EVA questionnaire item ‘Country (select the country where you will be applying for your visa’ please indicate: UKRAINE, for ‘Select the location where you will be applying for your visa’ – EMBASSY OF THE RUSSIAN FEDERATION IN UKRAINE. It is crucial for proper submission.
- Choosing type of passport in the EVA, please, select ‘tourist’ for ordinary passports. Select ‘official ‘– for official or service passports only. Official/Service passports are held by Embassy non-diplomatic staff, members of official delegations, military, etc. ‘SERVICE’ or ‘OFFICIAL’ is usually written on the passport front-cover or front-page.
- If you experience problems with item “Invitation number”, leave it blank or insert “-”
- Completing item ‘Appointment date’ in the EVA just means a desirable date of your appointment and does not automatically mean that you registered for submission.
4) One photo sized 3,5 x 4,5 cm
A recent photo may be black and white or in color taken in full-face view directly facing the camera; glasses with tinted lenses, hat or head- covering are not acceptable (excluding foreign citizens who mandatory wear head-covering as their national or religious attribute provided that the foreign citizen is taken in a similar headgear on the photograph in the passport).
Please glue a photo to a designated area of the application form before documents submission.
5) Health Insurance (EU citizens only)
Citizens of the European Union and the State of Israel must submit health insurance valid in the Russian Federation. The insured sum should be no less than 30 000 Euro. The insurance must be valid for the whole visa term or for the period of the first entry to the Russian Federation. In the latter case, the applicant shall sign a receipt, binding him/her to get a new insurance or to prolong the one in action for all subsequent trips to Russia.
Applicants need to provide the following copies:
- passport front page with personal data; a page with the latest Ukrainian Immigration stamp; a page with long-term Ukrainian visa (if applicable).
- EU passport holders, applying for multiple-entry visas should also provide a copy of the latest used Russian visa. Other passport pages should not be copied!
- a copy of permission for long-time(for a period more than 90 days) stay in Ukraine (if applicable).
In accordance with the ‘Agreement between the Russian Federation and the United States of America on the simplification of visa formalities’ 3 years multiple-entry business, humanitarian, guest/private and tourist visas may be granted to American citizens.
As a ‘Visa Support Document’ American citizens may present a written statement (invitation) from organizations or individuals based in Russia (originals or electronic copies).
1. For Business or Humanitarian Visas
A written statement (invitation) from the host organization, indicating the following.
- for the host organization: its name, official address and contact information, full name and position of a person who signed the statement, the individual taxpayer number (if the host organization is a legal entity or enterprise, an institution or their affiliate established in Russia);
- for the visa applicant: full name, date of birth, citizenship, sex, passport number, multiplicity of the visa, purpose of travel, requested period of entry, location of intended residence of the visa applicant, and places of visit.
2. For Guest/Private Visas
A notarized statement (invitation) from the hosting individual, containing the following information.
- for the host: his/her full name, date of birth, citizenship, sex, passport number, registration address, residence address (if different).
- for the visa applicant: full name, date of birth, citizenship, sex, passport number, multiplicity of the visa, purpose of travel, requested period of entry, location of intended residence of the visa applicant, and places of visit.
The host individual could be either a Russian citizen registered on the territory of the Russian Federation or a US citizen who has permission to stay on the territory of Russian Federation for more than 90 days (residence permit, working permit, working/student visa, diplomatic/service card). A copy of a permit must be attached.
3. For Tourist Visas
One of the following:
- a ‘Tourist Confirmation’ by the authorized Russian travel agency
- a hotel reservation/booking
- a contract with a travel agency
Register number from Russian Tourism Agency’ Register and the seal of the host organization must be indicated on the above tourist documents. Register number confirms that a hotel or an agency has a license to perform touristic services in Russia.

SUPPLEMENTARY INFORMATION
| Visa extension. Visa may be extended only during the stay of foreign citizens in the Russian Federation, ordinary for a period not exceeding 10 days due to well-founded impossibility of leaving the country. The exceptions are training, working and temporary residence visa. Russian Consulates abroad are not authorized to extend visas. If visa is expiring or a foreigners need to change the purpose of stay in the Russian Federation they should re-apply to the Consulate for a new visa, presenting a new set of documents. A new visa is issued subject to cancellation of previous visa if the latter still remains valid. |
| Visa transfer. If a foreign citizen who is a holder of a valid Russian visa gets a new national passport and the previous is declared void, the visa may be restored in the new passport upon a written request of an applicant. A fee (USD 40) will be charged for visa restoration. |
