Authority to apply.

Foreigners, residing in Ukraine or having permission for continuous stay for a period more than 90 days may apply to the Consulate. Permanent or temporary Residence Permit in Ukraine, Working Permit, long-term Ukrainian visa may serve as such permission. Citizens of some countries (eng) are exempted from this provision in conformity with the reciprocity principle.

Hard copy of the EVA in Russian or English needs to be submitted to the Consulate on the appointment day along with other papers. Applications are not accepted by mail.

Without an appointment, but during submission hours only, we accept:

1. Members of foreign diplomatic missions and recognized international organizations accredited in Ukraine, holders of diplomatic and official passports.
2. Foreigners who need to enter the Russian Federation for emergency treatment or in case of serious illness or death of a close relative.

Business and Humanitarian visas*

The original invitation - issued by the Federal Migration Service of Russia or the Ministry of  Foreign Affairs of Russia, or the number of decision (Telex) issued by the Ministry of Foreign Affairs of Russia.
Visa support invitation for business and humanitarian visas for the EU passport holders (except the UK and Ireland) may be issued directly by the host organization. The form of the invitation is free, yet it should contain the following obligatory data:
1. For the invited person - name, birth date, sex, nationality, number of identity document, dates and purpose of trip, number of entries, names of children under 18 years accompanying the invited person;
2) For the host organization - a full name of legal entity, address, individual tax identification number (ИНН), name and position of a person who signs the appeal.
This type of invitation is acceptable for the EU citizens to apply for a multiple-entry visa valid for up to 1 year, provided an applicant is granted a Russian visa at least once during the previous year (transit visa excluded) and this visa has been used.
Business and humanitarian visas can be single- or double-entry valid up to three months and multiple-entry valid up to one year.

Tourist visa

‘A Tourist Confirmation’ by the authorized Russian travel agency. 
Confirmation should be submitted in original. Copies of the Confirmation may be submitted by the Ukrainian tour operators, registered at the Consulate as well as Russian tour operators capable to on-line process Confirmation authenticity.
Hotel-booking is not considered a sufficient support to obtain a tourist visa.

Tourist visas can be single- or double-entry valid up to 30 days. If a foreign citizen applies for a double-entry tourist visa, an applicant must submit the papers confirming the necessity to re-enter the Russian Federation for tourism purposes.

Private Visa

The original invitation issued by the Federal Migration Service of Russia.

Private visa may be issued to foreign citizens, who are the family members (spouse (wife), minor children, disabled adult children) of a Russian citizen (residing abroad) upon a formal request of the latter. A decision to issue visas upon such an application is made solely by The Ambassador.

Private visas can be single- or double-entry valid up to three months

Working and Student Visas

The original invitation issued by the Federal Migration Service of Russia;

HIV certificate (valid for 3 months).

If you apply for a working or student visa, the passport must be valid no less than 18 months.
Student visas can be single-entry; working visas can be single- or multiple-entry (granted to high-skill personnel).

Transit visa

Air or railway tickets valid for travel to and from the Russian Federation;

An entry visa to the state of destination or the national passport of the destination state.
If a person travels by air, a transit visa is issued for no more than 3 days.

Foreign nationals, travelling by air via the territory of the Russian Federation are exempted from visa requirement, in case they stay within the transit area of the airport, provided their stay in the transit area does not exceed 24 hours.
Transit passengers using Terminal C of Moscow “Sheremet’evo” International Airport (SVO), arriving to or departing from any other Terminal of this airport are recommended to get a transit visa.

Note! Foreigners, transiting to Belarus or Kazakhstan by plane via the territory of Russia need to get Russian transit visa. Flights to these countries of the Customs Union depart from domestic terminals of Russian airports. Therefore, plane-travellers have to transfer from international to domestic terminals, and subject to passport control. Foreigners need to have valid Belarus or Kazakh entry visa before applying for Russian transit visa.

Visa fee.
The amount of visa fee depends on citizenship, category of visa, number of entries, processing urgency. Certain categories of foreigners may be exempted from charges on the base of reciprocity.
Visa fee is paid in cash in Ukrainian currency (UAH) on the day of submission after documents verification by a consular officer.

The fee for short-term stay visas for the EU citizens (excluding the UK and Ireland) is 35 or 70 Euro equivalen depending on processing urgency.

Visa processing.
Processing normally takes 7 business days (standard processing) or 3 business days (urgent processing). Documents submission date is excluded from this term. Term of processing in some cases may be extended up to 20 business days. Citizens of some countries, staying in Ukraine temporarily (with allowed period of stay not exceeding 90 days) are subject to longer processing term (namely Australia, Canada, France, Israel, Italy, Netherlands, Turkmenistan - 7 business days). Visa processing starts only after a complete package of documents is submitted to the Consulate and a visa fee is paid.

Authority to submit.
A package of documents for visa should be submitted by the applicant in person or by his/her legal representative (for minors). 

Visa collection.
Having submitted the papers and visa fees paid, an applicant gets the receipt that specifies the visa collection date. The receipt must be presented to the Consulate on the specified date to collect visa.

Visa verification.
When an applicant collects a visa, he/she should check that it contains correct personal data, such as: name and surname in Latin script, validity term, passport number, date of birth, sex and number of entries. If any misprints occur, the visa should be returned in due term for correction. How to read Russian visa. The Consulate is not responsible for any mistakes or incorrect information that an applicant has failed to inform the Consulate upon visa collection!

Permitted period of stay.
Single and double-entry visas may be valid for up to 90 days maximum. Regardless of number of entries and validity of visa foreign citizens are permitted to stay on the territory of the Russian Federation for not more than 90 days within each period of 180 days. This provision does not apply to holders of working and student visas. Some bilateral Agreements may also exempt from this requirement.

Visa refusal.
The Consulate may refuse to grant a visa in the cases determined by the Russian Legislation. The disclosure of the reason for refusal may be withheld. In case of refusal visa fee is not refundable.
