Joint Statement of CIS States Parties on Supporting Practical Steps to Prevent an Arms Race in Outer Space
CIS States Parties committed to carrying out the exploration and use of outer space, including the Moon and other celestial bodies, in full compliance with the Charter of the United Nations, Treaty of 1967 on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, and other norms and principles of international law in the interests of developing international cooperation and mutual understanding, maintaining international peace and security. The Sides stand for the need of the wide joint efforts of the international community for the improvement of the appropriate international law system.
CIS States express their serious concern about the real prospect of an arms race in outer space and its transformation into an arena for military confrontation, which would undermine the global stability. The Sides note that the prohibition of the placement of any kind of weapons in outer space could prevent emergence of a serious threat to international peace and security.
The States reiterate the vital importance of immediate practical measures to prevent an arms race in outer space, the most effective of which remains that of the international community's negotiating a legally binding multilateral instrument envisaging reliable safeguards of the prevention of an arms race in outer space and placement of weapons in outer space based, inter alia, on the Russian-Chinese draft treaty on the prevention of the placement of weapons in outer space and of the threat or use of force against outer space objects. The States confirm the key role of the Conference on Disarmament as the single forum for multilateral negotiations on disarmament to start the negotiations on a multilateral agreement on the prevention of an arms race in outer space in all its aspects.
CIS States Parties welcome the work of the UN Group of Governmental Experts established to consider and make recommendations on substantive elements of an international legally binding document on the prevention of an arms race in outer space, including, inter alia, on the prevention of the placement of weapons in outer space, and regret that the adoption of the report by the Group was blocked by one expert. CIS States Parties call for the use of the insights of the Group in further activities on the prevention of an arms race in outer space.
The Sides concur that transparency and confidence-building measures contribute to preventing the placement of weapons in outer space. CIS States Parties express regret that the United Nations General Assembly resolution “Transparency and Confidence Building Measures in Outer Space Activities” which was traditionally adopted by consensus was for the first time put to the vote at the 73rd UN GA session, and call for immediate returning to the practice of its unanimous adoption. Until the adoption of a legally binding agreement on the prevention of the placement of weapons in outer space CIS States Parties will actively contribute to the efforts of the international community to keep outer space free from weapons. Promoting the universalization of the multilateral initiative/political commitment not to be the first to place weapons in outer space is an important contribution to these efforts.
In recent years the No First Placement Initiative, which is the only transparency and confidence-building measure currently implemented to ensure prevention of an arms race in outer space, has become a significant political factor facilitating the strengthening of international peace, ensuring equal and indivisible security for all and enhancing predictability and sustainability of the activities of states in the exploration and use of outer space for peaceful purposes.
